Purpose

The Assistant Marine Manager shall work closely with Project Managers, HSE Managers and QA / QC and vessel master’s to ensure the safe, compliant, and efficient delivery of marine services to the Client.

Duties & Responsibilities

ESSENTIAL DUTIES AND RESPONSABILITY

Marine Assurance / Compliance for On Hire Vessels

  • Vessel Management visits and inspections during port calls. Follow up OVID / Client Inspection findings with Master. Meet Oceaneering Offshore Manager and address any Marine related concerns.
  • Fill out Management Visit report and forward to HSE Supervisor for recoding purposes.

  • Attend Marine inspections with Client’s Marine Department. Hold close out meeting with Master and Client Marine Inspector.
  • Maintain and update Central Marine Deficiency Register. (OII internal verification document.)
  • Liaise with master’s and Owners to ensure findings are closed out in a timeous manner and report to Client.
  • Complete Monthly and Quarterly Marine reports to OII Management.
  • Carry out Six Monthly Marine crew certification audit.
  • Key Marine Staff Vetting and approval as per OII Process. Liaise with Client and monitor crew lists to ensure only approved Key Staff are on board.
  • Regular meetings with Owners representatives to ensure vessel compliance.
  • Maintain vessel certificate register to ensure certification is in date and safety equipment is serviced at the correct interval.
  • Helideck certification and compliance. Helideck crew certification. Ensure 6-month Helideck fitness checklist is completed by the vessel.
  • Monthly Marine / Sub-sea interface meeting with Client managers as required
  • Draft and issue MOC (Management of Change) document whenever a marine operation is planned / is necessary and it deviates from approved procedures.
  • Advice to Oceaneering Project Mangers on vessel operation issues, marine standards, and certification.
  • Annual Marine Inspection of all vessels operated in the region.
  • Safety

    Ensure that the Safety policies and procedures are understood and adhered to so far as is reasonably practicable in order to ensure a safe working environment.

    Other

    Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems.

    Perform the assigned tasks with due diligence regarding the Integrated Management Systems on the Company.

    Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.

    Incident Investigation Marine operations

  • Gather all relevant information following a Marine incident, breakdown, or anomaly.
  • Assist with incident investigation and draft Incident Reports when incident or event relates to the vessel equipment, machinery, or crew.
  • Close out actions with vessel Master / Owner and report to the Client.
  • Attend pre-startup safety review meetings with Client.
  • Liaise with QA / QC Engineer to write and close out Non-Conformance reports.
  • Supervisory Responsibilities

    This position has no direct supervisory responsibilities. However, support is required to assist the Marine Manager Eastern Region.

    Marine Advice and Project Planning (International Projects)

    Assist the Marine Manager (Eastern Region) in the following : -

  • Assess vessel specification suitability client and OII requirements
  • Preparing vessel technical submissions for contract tenders
  • Preparation of Vessel Specifications and Exhibit documentation for insertion into Tender submissions.
  • Site visits to ports and terminals during bid preparation.
  • Advice to Oceaneering Project Managers on Vessel Operations, Marine Legislation and Certification.
  • Conduct Suitability Inspections on vessels prior to On Hire.
  • Attend Sea Trials and DP Trials before and during Charter as required.
  • Conduct Vessel Owner Assessments at Vessel Operator offices.
  • Attend HIRA / HAZID meetings as Marine Advisor as required.
  • REQUIRED

  • Fluent in English
  • Qualified STCW Deck or Engineering Officer
  • Valid Certificate of Competence, Seafarer Medical certificate
  • 5 years seagoing experience as an Officer of the Watch
  • Experience on DP offshore vessels
  • Knowledge of IMCA and MTS DP vessel guidance and its application.
  • Firsthand experience of conducting DP Trials (preferred)
  • Knowledge of the operation and certification of Sub-sea cranes
  • A sound knowledge of IMO conventions (SOLAS, MARPOL)
  • Knowledge of IMCA Guidelines pertaining to offshore vessel operations
  • Second passport (EU, US) preferred
  • A good communicator
  • Working Conditions

    The successful candidate must be able to travel to remote locations for vessel inspections and site visits.

    This position is considered OFFICE WORK / OCCASIONAL OFFSHORE which is characterized as follows.

  • Almost exclusively indoors during the day and occasionally at night
  • Occassional offshore work in a marine environment
  • Occasional exposure to airborne dust in the workplace
  • Work surface is stable (flat)
