In the area of M&E, WFP Angola aims to engance the development and implementation of Monitoring and Evaluation plabs aligned with WFP's corporate requirements.
This will ensure that Programme team will be able to show the progress of activities on required performance indicators and alert the potential areas of omprovement on a regular basis for decision making by the management.
Under the general supervison and guidance of the Head of Office, and technical guidance by the VAM Consultant, the Monitring & Evaluation Assistant will help the Angola Office to collect and analyze relevant date and inform decision making with the view to making project activities more effective.
The special focus of this assignment will be on development and implementation of monitoring plans for different projects, with special focus on providing technical and administrative leadership, ensuring optimum untilization of all resources and achievement of M&E objectives
KEY ACCOUNTABILITIES (not all-inclusive)
Develop specific monitoring plans for different projects and context that focus on measurement results, support in implementing the standards, processes and tools for M & A in consultation with the relevant technical units of the regional office
Provide analysis and feedback for new projects, as appropriate, to ensure that outcome indicators are selected for logical frameworks, goals are appropriate and that quality M&E systems are documented in program documents;
Ensure that minimum M&E standards and requirements for WFP operations are identified in the project documents;
Review reports on assigned operations and provide technical feedback to the CO to improve the quality of production and results reports;
Support the analysis of CO M&E data and provide feedback to improve the reporting of results;
Contribute to the development and review of the corporate strategic results structure :
Consult all relevant technical units to ensure that the outcome indicators are periodically reviewed and modified based on the CO measurement and feedback trends;
Support the measurement of results analysis as appropriate;
Identify the core elements to be included in COMET resources (for example, monitoring checklists, assessment tools, nutritional calculator, reports from cooperating partners, integration with (LESS) etc.)
Conduct an M&E System Assessment to map, review content, quality and capacities of monitoring and reporting of a national school feeding programme on four levels to understand the flow and process of the system.

STANDARD MINIMUM QUALIFICATIONS
Education : Completion of secondary school education. A post-secondary certificate in the related functional area.
Language : Fluency in both oral and written communication English and Portuguese Languages
Experience : At least 5 or more years of professional experience in developing and implementing a change management strategy withing or for government
OTHER SPECIFIC JOB REQUIREMENTS
Understanding of Angola implementation arrangements for national, provincial, and municipal level interventions.
Understanding of the Agenda 2030.
Familiarity with effective knowledge transfer models, concepts and principles.
Demonstrated quality data collection and analytical writing skills, including analysing and consolidating quantitative and qualitative information to understand national capacities across a wide range of policy and programme areas and identify gap and needs.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience carrying out and presentation of analytical work.
Experience in establish contacts and liaising with government official, local stakeholders, smallholder farmers cooperatives, organisations, companies, among others.
Relevant experience in the drought-affected areas in Angola in the area of multisectoral interventions linked to nutrition.
Has contributed to implementation of programmes.
Has observed or assisted with policy discussions.
